National Institute for Urban School Improvement AbstractThis paper is one of the brief practitioner oriented pamphlets called On Points produced by the National Institute for Urban School Improvement (NIUSI). The current wave of immigration is creating such an upheaval, and caught in this emotional jumble are first generation immigrant students. These students are being raised and educated in the United States and are developing understandings of their place within the nation and what it means to be an American. This On Point is designed to develop understanding about the contexts in which this country has viewed immigration and how these constrain our responses to the new waves of immigration.
